It means speed of light propagates with different speeds in different media. Speed of light is faster in vacuum with speed of 3 * 10 8 meters/second. but in the air, the speed of light is 2.98 * 10 8 meters/second. It means speed of light in air is compared less as compared with speed of light in the vacuum. And the speed of light in glass and water is less than the speed of light in vacuum.
